The Wizard of Oz has the honor of being "public domain," meaning, there's no copyright and anyone can make a Wizard of Oz-based story. Mashing it up with Star Wars is where you may get into some legal trouble.
The story Soss hints about in the comic is how I've felt about the Wizard of Oz for a long time. I enjoy it, and I appreciate it for what it is, but I always want something more. Maybe something darker? Something that alludes to something more sinister? And there have been many adaptations that have offered something close to that like the Tin Man TV miniseries or even the comic The Legend of Oz: The Wicked West, which is an Oz/Cowboy mashup, that oddly works. But no one has really updated the story in a way that completely pulled me in.
Frank L. Baum world-built like a motherfucker and created a universe with a lot of depth and a lot of space to mine. I'm still waiting for someone to find that particular Oz I'm looking for.
